February 5, 2013

On behalf of
GFDD and FUNGLODE, we are pleased to announce that, Mrs. Germania Montas, Sub-director of General Directorate of Internal Taxes in the Dominican Republic will report on best practices in tax administration for sustained revenue increases for social development.
The 51st Session of the Commission for Social Development, which this year convenes, 6-15 February, 2013, is focusing on the theme of people””””s empowerment as an important foundation for social development
through poverty eradication and decent work for all.
Governments play the key role in creating an enabling environment for human development and shaping policies that affect people’s economic and social wellbeing. Achieving human development, however, requires adequate levels of public expenditure allocations. Huge shortfalls in funding for social development have persistently plagued development budgets of many developing countries over the years, resulting in the lack
of fiscal and policy space to implement National Development Plans.
This Panel Discussion will focus on the constraints to effective resource mobilization faced by many developing country governments, and explore how policies can be shaped to ensure efficient financing for health, education, social protection floors, and in support of decent work objectives.
